Had to replace HD and reinstall everything.  Have FSUIPC ver. 6.1.9.  installed in the addon section of P3D and in the P3D modules section.  No change.  I can load a plan but in looking into the Controller info, at one airport no boxes for frequency are checked.  I can check them off and frequencies appear.  Reinstall RC did the make runways thing.with LORBY in the same P3d main directory. After I start RC, the little window appears in P3D.  I hit 2 or 3 on the keyboard for say weather from FSS and the following error appears:

Runtime error 75

RadarContact.fsuipc.rcv4code.

Set the FLT/WX path to documents/prepar3D v4 files.

Do I need to run the Rebuild scenery DB button in RC?

You need to manually copy the f4.csv file that MakeRwys created in the root P3D folder over to your RC4 data folder.  Makerwys creates the file, but that file is not automatically copied over as part of the database update process.

Hey Bob.  Sorry it did not work.  There was already an F4 file in RC so I replaced it with the new one.   After I hit say 2 for RC for the weather, the radio changes to the proper frequency then the error happens.  Strange. May try to reinstall unless you have another idea.

On a reinstall of RC I got this message

Installer for FSUIPC4.DLL version 4.152

Looking in registry for FSX install path:
     HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft Games\Flight Simulator\10.0
     Parameter"SetupPath"
... NOT found! Asking user to find FSX.EXE instead ...

Looking in the registry I don't see this entry.  Could I add this in to the registry?  Maybe that is the reason for the error.

RC is looking for a version number of FSX.  Tried renaming FS9 to FSX but it wouldn't take it.

That's the installer for FSUIPC v4, which doesn't work with P3Dv4 anyway.  You can disregard that installer error, assuming that you have separately installed either FSUIPC v5 or v6.

Are you using the RC4 installer from the download here on AVSIM?  I don't remember it trying to install FSUIPC 4 on me...but then it's been a long time.

Installed from an old copy of RC that I had.  Will try the one at the link provided in the RC forum by John Decker.

Even reinstalled FSX.  Whole install of RC went fine but still got the same error 75 after trying to get weather.

Tried also installing simconnect.  May never work again but we will see.

Bob, I think I got it.  For some reason I decided to open the RCV4 short cut I made for the desk top.  Went to the Compatibility section and decided to change the

Compatibility mode. Clicked the Run this program etc, etc button and set it for Windows 7. 

The problem was that the RC executable in the RC folder is in Win 7 compatibility mode but the short cut was not.

I think it is working now. 

We will see.
