I have the problem that the volume of the ATC radio in relation to FS2Crew or FS Realistic is very low, although I have set all voices to 100% in Voices.

Try turning the volume up on the Comm Panel in P2A.  Click on the STBY frequency on the main P2A screen to open the Comm Panel.

Also, check the App volume in Windows Volume mixer, accessed by right-clicking the speaker icon in the Windows Task bar and selecting Volume Mixer.
