Try disabling some of the new Nvidia options near the top of the graphics settings. Render scaling should reappear. Just to document for others, it turned out to be an in-sim setting: I have Nvidia DLSS Super Resolution selected for my AA settings. That caused the render scaling option to be hidden. Thanks!
