Yes,  unoptimized scenery causes stutters but unfortunately in some cases poor payware is still better than nothing.  Case in point for YEARS has been DD KEWR.  Notoriously horrible in terms of performance but no good alternative going back to P3D where add-on scenery also caused stutters and performance hits.
