sys error 31: failed to create the socket

I was flying with PSX, PSXTraffic (updated today to 8.7.0), RealTraffic (10.0.254), and MSFS, and everything was working fine, as it usually does.

I closed PSXTraffic because I was going to reposition the aircraft in PSX, and repositioning always closes PSXTraffic anyway.

When I was finished repositioning the aircraft, I started PSXTraffic again and it immediately quit with "sys error 31: failed to create the socket."

I tried this: 

  1. Restarting RealTraffic, and launching PSXTraffic
  2. Launching PSXTraffic without RealTraffic
  3. Restarting PSX, then #1 and #2
  4. Restarting MSFS, then #1, #2, and #3

Nothing has fixed the situation, PSXTraffic quits as soon as it starts.

I haven't yet tried restarting the PC, which I am guessing would fix the problem, but it's a pretty big step to take, especially if this happens whenever the aircraft in PSX is repositioned. Any ideas?

Edit: Restarting the computer unfortunately did not fix the problem, so I'm truly stuck. Here is what looks like the relevant snippet from Log.txt:

I have made a small change. Please re-download and re-install 8.7.0
