FSX wouldn't know GEX/UTX textures from default, would it? so technically how can they limit it to only one country or landmass? for example, I bet that parts of land (like around Chatham, Ontario, Canada) look identical to agricultural areas of England. If those textures were the same for default, wouldn't that mean that the English areas are technically GEX textures that aren't in North America?
