Presse the Windows Key and type in joy.cpl and press enter. It'll open the classic Game Controllers window.

I missed the last part of your question on how to do this.

Once you have the Game Controllers window open, select the controller in the list that you would like to calibrate and click on Properties, then the Settings tab, and lastly click on Calibrate.
