If the vector pattern is too tight for the aircraft speed/turning radius, these two turn commands can come at the same time. Try increasing the Vector Distance for the aircraft profile.  Depending on the flight plan, that might get these calls further apart.   

Also, update to the latest version of P2A as there have been a few changes to the vectoring logic.
