Hi,

A frequent cause of elevation problems are duplicate AFCAD files. Have you checked whether you have any other AFCAD files on your system for MPTO which could have come from something like Tropical Sim 15 Caribbean Airports payware (which includes Tocumen) or from any freewware you might have installed?
