Not receiving vectors after being told to expect them

I suppose this is an old subject, and I know it's not really a bug per say or I suspect it isn't - but I set a perfectly reasonable FP to KPVD ilS rwy 23, and when ATC told me to expect ex vectors to runway 23, I got ready too leave my FMS autopilot control and start using Heading instead of the FMS to set course.  I was at the assigned altitude and expecting descent instructions and vectoring, but the vectoring never came.  What are the usual causes of this? Thank you so much!

It could be a bug in the program.  Press the Activate Approach button above the flight plan in P2A.  This will display the intended start point for the vectoring and the planned vector track.  You can also press the APPR button to the left of the map to see if ATC's plan is the same.  It displays just the approach portion in red.

Okay... I did see the track during the flight after I pressed Activate and it looked reasonable, but the program just never had me start following it.  I expected to be told to start to descend around the TOD, and told to turn right [to 30 degrees] near the point marked start, but that didn't happen.

The XPlane (Citation X) autopilot had me take a minor-ish right turn that took me from the path displayed on Pilot2ATC, but if that was problematic for ATC vectoring to the approach, I would have expected to be told I was off course and get vectored back to the route shown by hitting Activate.
