Does anyone know of the tool to change a BMP into a DDS file

I remember a tool that I could use to use that would change a paint from MSFS (DDS) into a P3D (DDS) by flipping the paint and the Alpha channel. I thought I saw it on here but cannot find it now. Does anyone here know what I am talking about.
