I had noticed that if I call one of the FS2K2 menus while ATC message is being spoken, the speed becomes suddenly normal. As, while calling a menu, the engine sound stops, I thought of unchecking the engine sound in the sound settings page, under options, and bingo, ATC speed is normal. This is not a solution, but maybe an interesting observation for jd, Scott and all those working on the problem. JJ,It's fairly well known that pausing the sim (which is what happens with opening the menu) increases the voice rate. The reason is that FS temporarily stops using resounces, CPU usage drops, and RC priority increases. Turning off the engine sound doesn't really release resources, since FS is still processing. It may halp a bit, but what's flying without engine sound? ;-)

Jayjay,As Scott say's the speed-up is because FS is temporarily paused freeing up machine resources for RC. If you have XP you can increase the Priority of RC from Normal to High with no apparent hit on performance on FS2002 and the improvement is remarkable. It may depend on the speed of your machine. I have an Athlon 2000XP, 512Mb RAM and a Ti4600.Open Task Manager, select the Processes tab and highlight RCV3.EXE. Right-click and change Priority from Normal to High. Geof reported that high wasn't enough for him, so setting it to the highest priority worked without a hit on FS. Find the best setting for you.
