I've always wondered if the (external) loads are not symmetric (your image shows exact symmetry...🙂...), then, in RW, it must pull to one side or the other, I would presume, or, as you've said, cause tail flutter, in flight...a "little" exciting...🙂...sure...
It's all a matter of balance and added drag. Just hanging floats adds a lot of drag.

Not only on the float struts but plywood fits on the spreader bars (horizontal between floats). We used to carry moose antlers in the 'V' between the lift and jury struts on a Piper. Sometimes a little exciting tail flutter.
