WOW did Affinity masking make a huge difference. Thanks to everyone who made suggestions. I've managed to up my frames from the 9-11 range to 18.5-22 range which is actually usable now. Now to installing more addons!

Thanks for the replies guys, I tried playing with the screen resolution and that got my a bump of 1-2 FPS was really excited to load and see 30 FPS but once I got to a payware airport/aircraft I was back to the good old 9-11 FPS Still hoping to get this issue fixed or I might be requesting a refund. In FSX with the same stuff installed I was running 17-25 FPS.

This is driving me crazy, I can run 20 FPS no issues while on the group in a default plane. If I switch to a payware airport ( Flightbeam PHX or IAD ) im down to 13-14 FPS on the ground in a default plane. Dare I try a payware plane 9FPS seems to be where it's at. if I turn all the sliders down and run on minimum I can get 10-11FPS. Dunno what i'm doing wrong, Tried a fresh install tonight of P3D and am still having issues. My Rig: AMD FX-8350 ATI 6950 2GB 16GB 1300MHz DDR3 ram anyone have any ideas or suggestions? i'm having this error also, windows 8.1. Worked fine before 8.1. read somewhere running FSX through runs fine through REX Essentials but am having no luck with that.

Personally in my rig I have the ATI 4870 and it runs everything with flying colors ( holds up nice in FSX ) but if you really wanted to get the job done you could get the 4890. I found they are better for the price ( my brother has the GTX 280 and my 4870 out performs him just buy a little ) and 2/3rds of the price tag :)this should do it for under $200 :)http://www.newegg.com/Product/Product.aspx...N82E16814150359
