I've finally arrived at this point with the 32 bit version of 18.4 that runs with FSX. Uninstalling then reinstalling the program seems to have fixed the problem. Thanks for responding so quickly.

It tries to start, meaning that the modern equivalent of the hourglass starts up for a moment then nothing further happens. Nothing appears in task manager, and I'm seeing nothing in event logs, either, as far as I can determine. I've looked under applications, system, security or anywhere else. Where in event logs would you think it would appear?

I'm having a different problem with this. With .NET 4.8 installed on a Windows 10 system, ADS-B Live is not running on my computer, and thus isn't providing data.
