How do I use RC4 with the PMDG 737 and such planes. I use VATSIM frequently, and I thought that it would be interesting to see if RC4 would be better.

i'm not sure what the question is. rc is an add-on program simulating air traffic control. you use a menu and specific key commands to talk to the controller, and acknowledge the controller's instructions.download the manual, read it (cover to cover :-)) - www.jdtllc.com/v4/rcv43.pdfjd

I'm more referring to how you get RC4 to give clearances on STARS, SIDS, and how to get it to read a flight plan that you would use with the FMC.

it's all in the manual, under the flight planning section.jd

The manual does a good job explaining all this. Basically, you select a departure option and Radar Contact leaves you alone to execute it before it starts bugging you. On the other end you have the option of flying the full instrument approach. It works very nicely, once you get the hang of it.
