To solve the original problem, the fact that you've got 22.9T of fuel on board but only 7T selected in the load manager will cause the TOCG in the load manager and the CG of the actual aircraft to be different. I guess thats what's causing you'r disagree.

You can go to the ENG page of the SD and up the top it will give you the current CG, input that into the TOCG field on the MCDU. But as said PMDG has made a shortcut by right clicking the TOCG button on the MCDU.
