( one step process)On other airports, the aircraft call ground before moving and say they are "ready to copy."After backing out of the gate they again call ground for permission to taxi. ( two step process)Since I set up the comm types at both airports the same I cannot figure out why they act differently.

The "ready to copy" call, as you put it, is requesting an Airways clearance and has nothing to do with Taxiing. Some aiports have a separate frequency for Clearance delivery and others just use the Ground frequency. Taxi clearance is a separate issue. Some airports demand that all pilots ask for a start up clearance as well. I landed (RW) at one airport left the runway and switched to the ground frequency to get a clearance to taxi and was told very smartly to stay with the tower. The tower took care of all ground movement at that airport andground frequency at that particular airport was only used for Airways clearances.
