Condition A is just a feathered prop (and you won't be able to start the engine).B shows an unfeathered prop, which is startable. In this condition you may put the start locks in, if it hasn't been down when the engine was shut down. Removing start locks is only possible when the engine is running, and you won't see anything visually.
