External FPS Limiter

Hey everyone,Been doing some google searching about the FPS stutters after they persist and one idea was to change FPS target from unlimited to say 30. Tried that and it has slightly solved the problem, but when it counts i get lower FPS than usual. Another reccomendation was an external FPS limiter, could someone be kind enough to link me to one and tell me how it works/how to install it? Cheers
