Poor performance

I have a 4.05GHZ Quad core, EVGA 580GTX video card and I can't get anywhere above 12-20FPS in default scenery with clear weather. I think it would take a minimum 5ghz processor to run this add-on enjoyably.

Running Core i7 at 4.0ghz and similar card and getting 30 fps with FR limiter. Must be something else going on. Let's start with the introduction, did you follow recommendations?

The recomendations included in the introduction PDF or is there another recommendation list? I followed most of the ones in the introduction pdf, can you give me a quick run down of exactly what to do? much appreciated!
