At least for FS2004 There is a Microsoft tool you can download for that purpose. http://download.microsoft.com/download/c/a/0/ca0f7542-1e1d-4ea0-96d0-57981d1f314a/fs2004_sdk_atc_voicepack_setup.exe Although this tool has been around for a long time, very few people attempted to create a single voice let alone 10. It’s not technically difficult, but you have to be very patient because this involves recording something like 25000 airport names and many airline names. Good luck. The tool should not be confused with another one called Editvoicepack which allows you to use chunks of existing pre-recorded voices to create new airline names and aircraft types.
