I can't figure out why I can't seem to locate Livery Manager?

Very strange. Where can I download this? I'm not sure why PDMG makes this file to hard to find... bizarre to me...

Start menu - All programs - PMDG. Is it not in that location? If not, look in the folder of your FSX installation and check in that PMDG folder. Should be there also.
