What your seeing with what looks to be rain hitting the ground is actually a bug in FSX where clouds are sometimes rendered vertically rather than horizontally. I've seen the same thing even using the default FSX weather prior to ASA or AS2012 being released.

Well its a nice bug!

The beta caused me to have to reinstall. Everything works good now.
