Yes, you must set the TA in the FMC!

for climb, you can set the TA in th INIT REF, and th TL for descent, in DES/FORECAST page ;-)

In fact, if you use a FP like FSCv9 or EFB,which I use, it gives the TL of all departing/arriving airports. I then input these in the FMC as described above,and in fact the FO calls out precisely the TA as per what's set in the FMC.
