LN-RRH.ini found in two different locations

I'm flying the 800WL model in the LN-RRH livery and I found the same configuration file for this livery in 2 different locations, one is located in theF:\Program Files (x86)\Microsoft Games\Microsoft Flight Simulator X\PMDG\PMDG 737 NGX\Aircraftfolder and another one is located in theF:\Program Files (x86)\Microsoft Games\Microsoft Flight Simulator X\SimObjects\Airplanes\PMDG 737-800NGX WL\Texture.SKfolder. Which one of these is the active one and why is this file in two different locations?Reason I wonder is I just reinstalled SP1c doing some FS2Crew testing and after reinstalling I noticed my LN-RRH livery wasn't installed anymore and when I reinstalled it all my options set for this livery was gone. Luckily I had a backup and to make sure I would get my old options back I copied the backup to both locations mentioned above and after doing this all was back to normal again.Just curious why the same file is in 2 different locations?

The first one is the active one.I believe the reason for having one in the texture folder itself is so that Livery Manager can work with it. In any case packaging the repaint incl. customer option file did not work until I put one copy in the texture folder.
