TOGW does not mean total gross weight. It means TakeOff Gross Weight. That number should take into effect the zero fuel weight (passenger weight, cargo weight and the weight of the aircraft itself), and the fuel weight (minus 1,500 pounds to account for taxi).Click 2/3 passengers, 30,000 lbs for the fuel, and a full forward cargo hold and that should give you the correct values.
