Well I use a Laptop that has one of the i7's. It says it can turbo boost to 3.1 GHz but I always see it on 2.8GHz on FSX and still room on the meter thing. Does anyone know how I can get 3.1GHz on FSX? Would it even help the FPS?

See my specs I have an g73. Power4gear Turbo boost wont help you for FSX, what you need is to overclock it, you can find a lot of info hare: http://forum.notebookreview.com/asus-gaming-notebook-forum/605765-g73-53-jh-jw-overclocking-guide.html . Yes definitely a difference from 2,5 to 3,3, as in my case.

Do go back to defaults, do you just put value max back to 100?
