Vsync in windowed mode

Hi, how can I enable Vsync in windowed mode so I don't get tearing on my textures? I have it enabled in full screen mode, however, I get some weird stuttering in full screen mode that I don't get in windowed mode. Windowed mode seems to work fine for me. But in have tearing.

Vsync does NOT work in windowed mode :sad:

Thus far, it's been impossible in FS9.
