Since FSX is so CPU bound would a new videocard make any significantly improvement in FSX? If so what card would be needed to make any significant improvement?

The only time a GPU upgrade really makes a difference is when using a SB or IB CPU under very high clockspeed. Your 250 is fine considering you have a relatively slow CPU.
