Look good to me except your night texture. Those lights aren't floating, if you get up close they are actually attached to lamps. You can also see the lamps during the day.

These lights have nothing to do with the above said add-on. I found them on a photo from a time when I didn't have it installed:

 

Here both types of "lights" are clearly to see: the stock road lamps and the new moving light points, simulating traffic:

In my second picture you see the add-on linked above installed and working without UT Europe. There was no change except these running white lights marked with the red arrow (and the non-moving cars at daytime). No orange lights. May it be that these are a result of another add-on scenery?

 

Or maybe there is indeed a difference from the add-on from avsim.su (recommended by Rob) and from unnt.ru (linked by me), although the files they modify are exactly the same, and although I think that Bill followed the link in this thread. So I can't help with these orange lights.
