Manuals appear to base performance numbers on "perfect" conditions, i.e. a new aircraft, all systems working perfectly, ideal weather, a very experienced pilot, etc. If the available F-15E models for FSX are able to top out around 1.9 to 2.0 under less than ideal conditions, that doesn't seem unreasonable.
