How do I attatch a file in a pm msg

I've clicked on the envelope and set compose new message but there are no options available to attatch a file

I've tried to do this in both chrome and ie9 but can't find anything

When composing a PM in the FULL EDITOR, look down below the message box next to the send button for a link that says "attach files".
