For some time now I've noticed that the toobar at the top of the Post/Reply windows is greyed out and non-operational. This hasn't been a problem for me, but now I want to post and add an image.

 

Is this a general problem, or is it just me ?

Have you tried clicking on the Toggle Editing Mode button (first button on the top toolbar).

I had this problem as well. Thanks for that. But why does it have to be turned on?

It's usually a one time setting. May have been cleared after the upgrade.
