I am quite a newbie in respect with FSX's .cfg tuning. I have made just the HIGHMEMFIX. My FSX settings are somewhere in the middle, however I am still getting quite subpar FPS (around 20 in cruise, between 10 and 15 on the ground at add on scenery airports with the NGX).

I have 2x 4 core 2.4 GHz with 16 GB RAM and ATI HD5870 (I know, far from ideal setup). Is the above performance something to be expected or can I reach more? If so, what tuning is to be done.

simple really - you need to overclock your chip.  Google for How To guides - they are everywhere.

I am not sure I can OC my Xeon E5620, unfortunately...

Make sure you research overclocking for a couple of weeks to a few months before you undergo the attempt to overclock! You can easily overheat your CPU and potentially cause 'unfixable' damage to it. 

 

If you don't feel you have the knowledge or don't think you will be able to OC it. Go to your nearest computer repair shop, they should be willing to do it for you!
