Generally this only happens when I exit out of the flight, then start a new one without closing fsx, it had been this way for years, but about the time I was going to ask about it it stopped. My question is why does fsx do this? Does anyone else experience this?

check your cameras.cfg and edit:

[CameraDefinition.001]
...
InitialZoom=0.5
...
