Is it possible to setup and have virtually no AI traffic grounded at and flying around airports while having tons of AI traffic in the air around where you are flying during cruise?

 

I'm mainly referring to airliner traffic but guess GA traffic all around while doing Alaska runs would be entertaining too.

I think super traffic board does this but it seems to have some problems with UT2. It has an option to prevent ai traffic at airports nearby but where you're not presently at.
