When I click on any of the manuals etc. it all goes to note pad. In note pad all I see are numbers and gibberish.

Any PDF reader installed? The manuals are in PDF format. So either you don't have any PDF reader or the file associations in Windows are messed up. What happens if you double-click a PDF file?

Windows doesn't know what to do with the file because you do not have a PDF reader installed.  You can get the Adobe official version here (free):

http://get.adobe.com/reader/

 

...or there are several other alternatives if you search for PDF reader.
