Question about runway approach lights in FSX

I've been trying to tinker with my settings to get the perfect looking runway/apron/centerline/taxi/rabbit lights by changing the runway lighting lines in my fsx.cfg and also by changing the light set under REX and also FTX Light Tweaker. Not sure if they all use the halo.bmp but I'm assuming so. I noticed the other night when flying around Rio de Janeiro that the runway lights on one airport was pretty small and dim, but at the same time i saw another airport nearby and the lighting was very nice and I question myself whether or not custom airport scenery uses their own lighting as oppose to the default FSX airports?

 

So does third party apps like REX and FTX Light Tweaker only have an effect for the default airports only? Because I seem to be seeing an inconsistency between different airports. I want the settings I make to apply on a global level across all airports.

I believe certain custom airports have custom lights but then FTX/UTX both have light tweakers I think.
