Empty Scenery Cache on Exit? ?

I did a search here and another general web search with Google and came up relatively empty on this question.  What are the plus and minus effects of this setting at the bottom of the FSX Scenery Library screen?  My FSX load time seems very slow, primarily in "Loading Terrain Data..."  I use UTX and have a number of MSE2 states but only activate those MSE2 in the area I am flying, usually around three or four states.  The load appears slow even in an area where I do not have other add-ons such as airports.

 

Is there a consensus on whether the scenery cache should or should not be emptied on exit?

That option is for sceneries located on external drives. And it means, probably, that scenery cache will be deleted to save some space on that drive.

So if you have nothing on external drives then the option does nothing?  FSX was released in 2006 and I don't recall much use of external drives.  Is this right?
