I was always curious since the standard image file viewers do not work, but what program can be used to look at a scenery bmp file in the world/scenery/texture folder?

DXTBmp will work, as it's designed for this sort of thing.  MS also provides Imagetool (comes with the SDK).  If you just want to see what the bmp looks like, not play with mipmaps or alpha, you might try the general image viewer (freeware) XnViewMP.  IrfanView might work too but haven't used that one in quite a while.
