...so, can we use a little logic here?

There's no sense in releasing an expansion pack for a product that needs a service pack.  As a historical example, I provided the NGX, which requires the SP (or the version including the SP if you bought it after the SP) to even install the 600/700.  I can say with relative certainty - again, not as an agent of the company, so do not assume I'm speaking on behalf of PMDG here - that you're going to get the SP prior to the expansions.
