I can't find any instruction about the PA functions present in the thirth FMC on the center cockpit. Is there anyone can explain his function?

For the moment, it's just eye candy. Perhaps FS2Crew will implement some form of comms, bur right now, there's no real functionality behind it.

If you were in the real plane, it would activate the PA functions.  Since there's no actual PA system in FS, it's just there to look pretty, though I imagine that it's there for add-ons to interact with via the SDK (when that gets released).
