I am making a custom livery for a friend and i want to make the seats the right color i know i has been done (a southwest 737-700 had the cabin done) i found the texture but it does not have the layers to paint it. If someone could point me in the right direction.

No, it does not have layers. 

 

You can note here that I did repaint both the seats and the signage to proper colors&text:

 

 

It was done by painting solid color over respective areas if the texture sheer and using "multiply" or opacity change (not sure, it has been a while)
