December 10, 201312 yr The files in your User directory (which is on your main Windows directory) must be located there (fsx.cfg, dll.xml, etc.). The files in the Documents directory MUST be there as it is your User documents. And, there is only one ProgramData folder on your HDD and in a Windows installation. FSX development team decided to put the scenery.cfg and other files in this folder so there is no way you can remove it without messing up your fsx installation.
