This sounds a bit confusing to me. You either KNOW you can achieve a specified timing at a certain voltage, or you HOPE to achieve a certain timing. I'm sure youre MOBO will let you select a large variety of timings. In the latter case I'd say it depends on your DRAM ICs what's possible at what voltage.

You will be very lucky to get a stable boot using those timings at stock voltage; that is a huge change in timings.  Most likely those settings will cause your mobo to fail POST, in which case you might need to reset the CMOS to even get into the bios again, though most decent mobos can auto-detect a messed up OC setting and fix the problem on the next power up.

 

Its best to start slow, say 10-11-11-28 and work down from there.  NickN gives good advice for a RAM OC in his two guides:  The FSX Bible and the 4.8 4770k OC.  I've never yet had a failed memory timing 'experiment' corrupt Windows, though I'm sure it could (or will eventually) happen to me.

I read Nick:s advice on OC rams he forget to tell that you probaly damage The IMC before the mem itself if go to far with the memory voltage.

 

Warning for you runing early SB 2500k with high memvoltage weak IMC sudden death of CPU.

I not recomend to begin OC mems if you ar not experianced in OC .

 

I Know what i am doing have run mems in +3400mhz and pumped them with tons of volts.

The ivy -E i run 2800 10 12 12 28 1T Daily 24/7 and bench 2900mhz 9 11 11 24 1T with high voltage.
