Looking at the chart for the musel6.dag DP from KSNA, I am confused as to the altitude restriction, if any, from take off to musel and then from musel to SLI. What is the proper altitude?

There is none.  It would be what ATC assigns you with a minimum altitude of 2400' if flying between MUSEL to SLI.
