April 2, 201412 yr My problem was that I didn't RTFM and neglected to define a cloud layer in the yellow box - therefore FSX's global cloud definition (outside my theme area) was clear blue skies. It's all good now. I have this under control and I've been able to create a weather theme that I was originally a user defined setting that I'd saved into my default flight. It's pretty simple. Now I'm ready to try some more exotic themes. Thanks for the help!
