So I hold space bar and the cursor changes to the cross hairs in the center of the screen. I try to move the view around using the trackpad but nothing happens.

 

Is there something obvious I'm missing that is not allowing the trackpad to work like a mouse in FSX?

Judging by your title - if you have crosshairs that won't pan the view - that function is "mouse as yoke"
