Do regional jets that don't use jetways violate the ADA?

Since the usual way of boarding some regional jets is via the stairs, wouldn't that violate the Americans with Disabilities Act? How do wheelchair bound passengers fly on RJ's?

The station personnel will bring out a powered lift device which lifts wheelchairs up and down.

And for those stations without lifts, they use human power. They have special chairs that fit down the narrow isles and can be lifted manually.Terry
